NaMEA and MoPED have successfully completed a critical two-day validation workshop for the Medium-term National Development Plan (MTNDP_2024-2030) result framework, designed to enhance project monitoring and implementation. The workshop featured Madam Kenyeh Barlay, Minister of Planning and Economic Development, Madam Kadiatu Alieu, Deputy Minister of Finance I, Dr. Emmanuel Gaima, Secretary to the President, and Dr. James Edwin, Director General of the National Monitoring and Evaluation Agency (NaMEA).
Dr. Edwin highlighted the importance of the results framework as the fundamental tool that will be used to determine the annual deliverables of results of the MTNDP_2020-2030. He emphasized that the targets of the MTNDP-2020-2030 will be delivered through projects of the ministries, departments and agencies (MDAs) which will be monitored and evaluated through the National Monitoring and Evaluation Management Information System (NaNEMIS) of NaMEA, in order to ensure timely updates and efficient reporting.
Dr. Gaima emphasized the importance of a well-defined results framework, which should provide clarity on project objectives, measurement standards, and progress tracking. He stressed that the framework must be both theoretically sound and practically applicable to effectively guide evidence-based monitoring and reporting.
Madam Alie noted that the result framework is essential for national strategy, accountability, and progress tracking. She recognized the MDAs for the inclusive development process of the result framework and alignment with sustainable development goals (SDGs). She also emphasised the potential impact of timely project implementation on funding and national debt management, stressing the importance of adherence to the framework’s guidelines.
Madam Barlay underscored the integral role of the result framework within the MTNDP, noting its significance in achieving the ‘Big 5’ game changers. She outlined the framework’s ambitious targets and the need for strategic financing, noting that implementing the MTNDP_2020-2030 requires $12.05 billion. The framework will support focused project implementation and regular progress assessments.
The workshop concluded with a commitment from all stakeholders to leverage the result framework as a key tool for national development, ensuring effective project execution and positive outcomes for Sierra Leone.
